Understanding Texas ID Cards and Who May Need One

A Texas ID card is an official state identification document issued by the Texas Department of Public Safety. Unlike a driver's license, it does not grant driving privileges. Instead, it serves as a valid form of identification for people who do not drive or who need an additional ID document. As of 2024, Texas issues several types of ID cards for different purposes and age groups.

The Texas ID card can be used for various purposes, including age verification, boarding domestic flights, entering federal buildings, and proving identity during routine transactions. Many people obtain a Texas ID card because they do not hold a driver's license but still need official identification. Others get one as a secondary form of ID for additional security and convenience.

Texas residents of all ages can obtain an ID card. Minors under 18 can receive a card with parental consent, while adults 18 and older can obtain one independently. The card is valid for different lengths of time depending on age: minors' cards typically expire sooner than adult cards to account for physical changes during growing years.

The physical Texas ID card is wallet-sized and includes your photograph, signature, and identifying information. It displays your name, date of birth, address, and a unique identification number. The card includes security features designed to prevent fraud and counterfeiting.

Many people confuse the Texas ID card with other state documents. The state also issues Real ID-compliant driver's licenses and ID cards, which meet federal standards for air travel and federal building access. A standard Texas ID card and a Real ID card are different products, each serving distinct purposes.

Practical Takeaway: Before obtaining a Texas ID card, determine what type of identification you actually need and for what purposes you will use it. Understanding these differences helps you understand whether a standard Texas ID card, a Real ID card, or a driver's license is right for your situation.

Required Documents and Information for Getting a Texas ID Card

The Texas Department of Public Safety requires several documents to issue a Texas ID card. These documents verify your identity, residency, and age. Understanding what you need to bring saves time and prevents multiple trips to the office.

To obtain a Texas ID card, you must provide proof of identity. Acceptable documents include a valid U.S. passport, a certified birth certificate, a foreign passport, a Consular Report of Birth Abroad, a Certificate of Citizenship, or a Certificate of Naturalization. At least one of these documents must be presented.

You also need to prove your current Texas residency. The state accepts documents such as a utility bill, a lease or mortgage statement, a homeowner's or renter's insurance policy, a bank statement, or a paycheck stub. The document must show your name and current Texas address and be dated within the last 90 days. Some documents, like property tax statements, may be accepted even if older than 90 days.

If your name has changed, you must bring documentation of that change. This might include a marriage certificate, divorce decree, court order, or adoption papers. If your name appears differently on different documents, bring documentation explaining the change.

You will also need to provide your Social Security number. Texas law requires this number for identity verification purposes. If you do not have a Social Security number, you can still obtain a Texas ID card, but the process involves additional steps and documentation.

For minors under 18, a parent or legal guardian must accompany the applicant and provide consent. The parent or guardian will also need to present proof of identity and residency.

The Texas Department of Public Safety maintains a list of acceptable documents on its official website. Document requirements may change, so checking the current list before visiting an office location prevents unnecessary delays.

Practical Takeaway: Organize all required documents before visiting a Texas Department of Public Safety office. Create a checklist of what you need: proof of identity, proof of residency, Social Security number information, and any documents related to name changes. This preparation streamlines the process.

The Process of Obtaining a Texas ID Card Step by Step

The process of obtaining a Texas ID card involves several straightforward steps. Understanding each step helps you know what to expect when you visit a Department of Public Safety office.

The first step is to locate your nearest Texas Department of Public Safety office. The state has over 250 office locations across Texas. You can find the office nearest you through the department's website by entering your zip code. Some offices offer walk-in service, while others require appointments. Many offices now offer online scheduling, which allows you to reserve a time slot before visiting.

When you arrive at the office, bring all required documents. A staff member will verify that your documents are acceptable and complete. They will review your identity documents, residency proof, and Social Security information. This verification process typically takes a few minutes.

You will then complete an application form. The form requests basic information including your full legal name, date of birth, address, and physical characteristics such as height and eye color. You will also indicate whether you want a standard Texas ID card or a Real ID-compliant card.

Next, you will have your photograph taken at the office. The photograph becomes part of your card, so dress appropriately and follow the photographer's instructions. Texas does not permit certain items in photographs, such as hats, sunglasses, or headphones, except for religious purposes.

You will provide your signature, which is scanned and stored digitally. You may also provide your thumbprint for additional security. The office will ask you to verify the information on the card before it is issued.

Finally, you will pay the applicable fee. As of 2024, a standard Texas ID card costs between $16 and $25 depending on the card's validity period. Real ID-compliant cards cost more. Payment methods include cash, check, debit card, and credit card at most locations.

You will receive your card immediately in most cases. Some offices can produce the card on-site within minutes. In other cases, the card is mailed to you within 1-2 weeks. The office will provide information about when and how your card will arrive.

Practical Takeaway: Schedule an appointment in advance if your local office allows it, and bring all documents organized and ready. Arriving prepared and on time ensures a quick process that typically takes 15-30 minutes from arrival to completion.

Costs, Validity Periods, and Card Renewal Information

A standard Texas ID card issued to adults 60 and older is the least expensive option, typically costing $16. For adults aged 18-59, a standard ID card valid for six years costs around $25. Minors receive ID cards valid for different periods. A minor's card is typically valid until their 18th birthday or for a set period, whichever comes first, and costs between $16 and $20.

Real ID-compliant cards cost more than standard cards. A Real ID card for adults typically costs $27-$32, depending on validity length. Real ID cards meet federal standards established after the September 11, 2001 attacks. If you plan to use your ID for federal building access or domestic air travel, a Real ID card may be necessary. The federal government began enforcing Real ID requirements for air travel in 2025.

The validity period of your card depends on your age. For adults 60 and older, cards are valid for twelve years. Adults under 60 receive cards valid for six years. Minors' cards expire at age 18 or sooner, depending on when the card was issued. Your card will display an expiration date clearly on the front.

When your card is nearing expiration, you will need to renew it. Texas allows online renewal for certain eligible cardholders. If you are renewing with no changes to your information and your documents have not expired, you may renew through the Texas Department of Public Safety website without visiting an office. Online renewal costs less than in-person renewal—typically around $18 for a standard card.

If your personal information has changed or if your documents have expired, you must renew in person. In-person renewal follows the same process as initial issuance: you present documents, complete a form, have a new photograph taken, and pay the renewal fee. The renewal fee is the same as the initial issu
